The EUC was created under Spanish law, which makes it compulsory to have a conservation authority for as long as the duty of preservation of urban works falls on property owners living in a specified area – in our case the Segment Plan, Sector I, Puente Esuri.
Consequently, as things stand today, all owners on Costa Esuri are members of the EUC and hence are obliged to pay the corresponding fees.
Because the Urbanization is not finiished as required under the Urban Project. Once it’s completed, the Town Hall must receive it and only then the EUC would be disolved.
In due time M-F gave guarantees to the Town Hall for an amount of 6Million euros so that, if M-F did not finish the works, the Town Hall should do it.
The Town Hall accepted this guarantees. And constiituted the EUC. The Town Hall is responsible for completing the Project and repair defaults.
The Town Hall should in any case be responsible for completing Costa Esuri.
Not paying the EUC fees implies:
1. Not paying in volunteer period implies paying later with a penalty fee, a legal executive procedure will be implemented that may carry the freezing of the owner’s bank accounts and/or the seizure of the owner’s property.
2. Whoever does not pay the EUC fees is causing that the maintenance costs fall on those owners who abide by the rules. If we all pay, the distribution of the cost will be more equitable.
3. If we do not pay the EUC fees, Costa Esuri will suffer a deterioration that will have an inmediate impact in our quality of life and in the price of our properties.
The EUC must take responsibility for the conservation and maintenance of the following services:
Street Maintenance (the local road network), which comprises the cleaning of public spaces for road usage, including pavements and other adjoining public areas.
Open Spaces and Green Areas, which comprises cleaning, watering and maintenance (such as pruning, replenishing, etc.). However, the consumption of water is paid for by the Town Hall to the Community of Irrigators.
If the EUC did not exist, these services would need to be taken over by the Town Hall in Ayamonte. Thus, the EUC must conserve and maintain in good condition the streets and green areas, which include grass, trees, gardens, children’s play areas, jogging circuits, etc.
At some point in the past, the Board of Management of the EUC awarded the service contract to one company - COFMORTSERVI.
The EUC’s responsibilities begin at the entrance to Costa Esuri, i.e. at the roundabout where the Commercial Centre is located.
The Management Board, in accordance with the Statutes, has the power to appoint an Administrator who is responsible for the day-to-day operations of the EUC, following the instructions of the Management Board itself.
The Board of Management appointed an Administrator, Fincas Esury S.L., to take charge of the day-to-day running of the EUC.
Today, the offices are at the headquarters of the Administrator, Fincas Esury S.L., located at Avda. Andalucia nº 119, 21400 Ayamonte, (HUELVA).

The EUC fees vary from approximately 120€ per annum for small apartments to approximately 400€ for family villas and individual plots.
The fees go to two companies: COMFORTSERVI, who carry out the conservation and maintenance work, and Fincas Esury S.L., who handle the administration, as well to Gestión Tributaria in proportion to fees collected.
